What the data says about this persona

HR managers reply at 28.6 percent and book at 3.9 percent, both below the dataset average, with a €29,400 average deal. They are one of two personas where the general seniority rule does not obviously pay off.

Across the dataset, going one rung below the director produced twice the meetings. In HR it does not, because the HR manager frequently has no budget authority at all rather than merely less of it. The manager will take your meeting and then need the director in the room anyway, which adds a cycle rather than removing one.

The exception is companies under about 200 people, where HR manager is often the most senior HR person in the building. There the numbers look completely different and the title is misleading in your favour.

What to put in the message

Something specific about their headcount or a change at the company. One question about process.

What to leave out

Assuming they own the budget. Ask who else would be involved, early and directly.

The format itself does not change by persona. Across every segment we tested, the winning first message was two and a half sentences, ended in a question, named something of theirs, said nothing about us and landed between 240 and 420 characters. That version replied at 44.5% against 18.6% for the same message with solution detail added.

Method

Figures for this persona come from 19,200 prospects inside a wider dataset of 389,890 prospects and 15,018 meetings, run for 17 clients across 41 programmes between 2018 and 2026. Prospects were split at random inside each client account, so industry, geography, seniority and company size are held constant on both sides of every controlled test. Meetings are counted at the point one was accepted in the client’s calendar; we do not track what happens after that.

Full method, all fifteen tests and the breakdowns by company size and region are on the 2026 outbound benchmarks page.

Frequently asked questions

What reply rate do HR managers give to cold outreach?

28.6 percent across 19,200 prospects, about four points below the dataset average of 32.3 percent, with a 3.9 percent meeting rate and a €29,400 average deal size.

Should you target HR managers or HR directors?

HR directors, at most company sizes. They replied at 30.8 percent against 28.6 percent and booked at 4.3 percent against 3.9 percent, with a higher deal size. The usual advantage of targeting one rung down does not appear here, because HR managers often have no budget authority rather than less of it. Under about 200 employees the manager is frequently the senior HR person and the picture reverses.

How was this measured?
